NOTICE TO PUBLIC

Persons who wish to address the Planning Commission are asked to complete a speaker’s card and give it to the Meeting Clerk before addressing the Planning Commission. Those who wish to address the Planning Commission on an agenda item will be heard when the presiding officer calls for comments from the audience. City related items not on the agenda will be heard under the Public Input section of the agenda. Following recognition, persons desiring to speak are requested to advance to the podium and state their name and address. If you are joining us by Zoom, please click on the bottom of your screen to raise your hand. If you are joining us by Zoom using a cell phone, please press *9. After hearing audience comments, the public portion of the meeting will be closed, and the matter brought to the Planning Commission for discussion.

 

Materials related to an item on this agenda submitted to the Planning Commission after distribution of the agenda packet are available for public inspection in the City Clerk’s Office at City Hall, 375 Fifth Street, Hollister, Monday through Friday, 8:30 a.m. to noon, 1:00 p.m. to 4:30 p.m.  (City Hall is closed between 12:00 and 1:00 p.m.)

 

Requests to make presentations to the Planning Commission should be submitted to the Planning Manager at least ten days before the Planning Commission meeting.  It is customary for City staff members to review such matters before the formal presentation so that the City Council may have the benefit of all available data. PowerPoint presentations must be presented to the Planning Manager by noon on the day of the Planning Commission meeting.

This is the time for anyone in the audience to speak on any item not on the agenda and within the subject matter jurisdiction of the Commission. Speaker cards are available in the lobby, and are to be completed and given to staff before speaking. When the Commission Secretary calls your name, please come to the podium, state your name and city for the record, and speak to the Commission. Each speaker will be limited to up to three (3) minutes with a maximum of 30 minutes per subject. Please note that state law prohibits the Commission from discussing or taking action on any item not on the agenda.

6.1

2040 GENERAL PLAN AND REVISED CLIMATE ACTION PLAN ADOPTION HEARING

• RECOMMENDED ACTION:

  Adopt a resolution recommending approval of the 2040 General Plan and Climate Action Plan to the City Council.
  CEQA: An Addendum to the Certified Environmental Impact Report for the 2040 General Plan, Climate Action Plan, and Agricultural Lands Preservation Program (SCH #2021040277) has been prepared as part of this project.

• RECOMMENDED ACTION:

  Motion to tabled to the end of the discussion this item to better understand all. concerns about issues.  

6.2

6TH CYCLE HOUSING ELEMENT ADOPTION HEARING

• RECOMMENDED ACTION:

  Adopt a Resolution recommending approval of the 6^th Cycle Housing Element to the City Council.
  CEQA: The project has been prepared in consistency with the Certified Environmental Impact Report for the Hollister 2040 General Plan, Climate Action Plan, and Agricultural Lands Preservation Program (State Clearinghouse No. 2021040277)

• RECOMMENDED ACTION:

ZONING ORDINANCE 2026-2 TO REPEAL AND REPLACE THE ZONING MAP CONSISTENT WITH THE 2040 GENERAL PLAN

• RECOMMENDED ACTION:

  Adopt a resolution recommending approval of Zoning Ordinance Amendment 2026-2 to the City Council.
  CEQA: The Zoning Map amendments have been prepared consistent with the certified Environmental Impact Report for the Hollister 2040 General Plan, Climate Action Plan, and Agricultural Lands Preservation Program (SCH No. 2021040277).

AMENDMENTS TO THE ZONING ORDINANCE RELATED TO IMPLEMENTATION OF THE GOALS AND POLICIES OF THE CITY’S 6TH CYCLE HOUSING ELEMENT (ZOA 2026-1)

• RECOMMENDED ACTION:

  Adopt a Resolution recommending City Council approval of the Zoning Ordinance Amendments related to implementation of the 6^th Cycle Housing Element.
  CEQA: The proposed Zoning Ordinance amendments are exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines because the proposed amendments will not result in any direct physical change to the City, and any future development projects will be subject to the requirements of CEQA and therefore the proposed amendments are not a project under CEQA and are exempt from further review (CEQA Guidelines, Section 15378).

PHASE 3 ZONING ORDINANCE AMENDMENTS RELATED TO PERMITS AND PROCEDURES (ZOA 2025-4).

• RECOMMENDED ACTION:

  Adopt a Resolution recommending City Council approval of the new permitting Chapters of the Zoning Ordinance and related minor modifications.
  
  CEQA: The proposed Zoning Ordinance amendments are exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378.

6.6

RECOMMENDATION TO THE CITY COUNCIL FOR THE ADOPTION OF OJBECTIVE DESIGN STANDARDS (ODS) FOR MULTIFAMILY AND RESIDENTIAL MIXED-USE DEVELOPMENT PROJECTS IN THE DOWNTOWN MIXED-USE (DMU) ZONING DISTRICT

• RECOMMENDED ACTION:

  Adopt a Resolution recommending that the City Council adopt the Objective Design Standards for multifamily and residential mixed-use development projects within the Downtown Mixed Use (DMU) zoning district.
  CEQA: Exempt from the California Environmental Quality Act (CEQA) pursuant to Guidelines Section 15060(c)(2) and 15061(b)(3), as it is an administrative action that does not authorize development or result in any reasonably foreseeable environmental impacts.
