Vice Mayor Picha called the regular meeting of the City Council of the City of Hollister to order at 5:30 p.m.

City Attorney Mary Lerner read the closed session item titles.

Councilmember Morales led the Pledge of Allegiance.

City Attorney Mary Lerner stated no reportable action was taken in closed session.

Vice Mayor Picha presented a proclamation to the San Benito Key Club Honoring Key Club Week. 

Annette Gutierrez, Robb Rodriguez, and Thong Vang provided a presentation regarding the Higher Aspirations program at Gavilan College. 

Antonio Mendoza, Executive Director of the Community Food Bank of San Benito County, spoke regarding the lack of SNAP benefits for local residents and requested the City help seek out emergency funding to help those with food insecurity during this time. 

Rigoberto Avilez spoke regarding the need for more support for those with food insecurity in the community. 

Kenny Deeg expressed concern regarding construction dust and noise near Mimosa Street.  

Maggie Delooch expressed concern regarding food insecurity in San Benito County and spoke in support of community efforts to address these concerns. 

Cristina Martinez expressed concern regarding food insecurity in San Benito County and spoke in support of community efforts to address these concerns.

    1. Adopt an ordinance amending Title 9 of the Hollister Municipal Code to add Chapter 9.50 for recovery of emergency response personnel costs related to DUI incidents; and
    2. Adopt a resolution determining the hourly fully funded rate for the public safety personnel to be charged under this new ordinance.

    Adopt a resolution:
    1. Approving an agreement with South Bay Conservation Resources, LLC. for the purchase of a 0.6-acre credit of California Tiger Salamander upland habitat at the Sparling Ranch Conservation Bank as required by the California Department of Fish and Wildlife for the Hollister Municipal Airport Runway 6 Safety Improvements Project; and
    2. Approving FY 2025/2026 appropriations for completion of the fiscal activity for the Runway 6 Safety Improvements Project; and
    3. Authorizing the Finance Department to make necessary accounting and budgetary entries; and
    4. Authorizing the Interim City Manager to execute the Agreement.

    Adopt a resolution approving the Permit Center Manager and Finance Director classifications, approving salary schedules for the Permit Center Manager and Finance Director classifications, and introducing one full-time equivalent (FTE) position in the Permit Center Manager classification to the Fiscal Year 2025-2026 budget.

    Adopt a resolution approving:
    1. A budget adjustment and fund transfer of allocated funds for the West Gateway Roundabout Project from Fund 304 (Traffic Impact) to Fund 275.
    2. A transfer of funds from the Sewer Enterprise Fund (Fund 660) in the amount of $405,244 to Fund 275.
    3. Authorize the City Manager to execute change orders with Granite Rock Company in an amount not to exceed $1,095,244 in addition to the original contracted work of $3,451,890 for a total amount not-to-exceed of $4,547,134.

Councilmember Morales reported she was appointed to the League of California Cities Public Safety again for the upcoming year.

By consensus, the City Council directed staff to agendize a future presentation from on the Tobacco Education Program at San Benito County Public Health. 

Vice Mayor Picha adjourned the meeting at 7:48 p.m.
