Mayor Stephens called the regular meeting of the City Council of the City of Hollister to order at 6:30 p.m.

Councilmember Resendiz led the Pledge of Allegiance.

Assistant City Attorney Rob Lomeli reported in closed session on August 26, 2025, Councilmember Resendiz moved, and Councilmember Picha seconded the motion to form an ad hoc committee to streamline the city manager search process with Councilmember Resendiz and Mayor Stephens appointed to the committee. The motion passed 5-0 via roll call vote. 

Mayor Stephens presented a proclamation to Iris Garcia with Jacob's Heart. 

Mayor Stephens presented a proclamation to Shawna Freels with the Order of the Native Daughters of the Golden West.

Adan Amezcua and Reyna Madriz shared information regarding the Hollister High School Robotics Club. 

Dara Tobias shared information regarding the upcoming San Benito County Fair in October.

Bridgette Baumann-Thorp spoke against genocide in Gaza.

    Adopt a resolution authorizing the City Manager to finalize negotiations and enter into a contract with Tyler Technologies Inc., and execute agreements that account for standard implementation change orders as well as annual software license increases, not to exceed 10%, as well as to procure additional licenses as needed to support employee growth.

City Manager David Mirrione provided the staff report outlining the income and costs of the 2025 Hollister Independence Rally.

Councilmember Morales commented on the total cost of the rally to the City in the future if sponsorships are not secured. 

Mayor Stephens opened public comment at 7:24 p.m.

Tod DuBois spoke regarding the impact on other projects in the City due to City staff working to organize the rally. 

Carla Torres spoke in support of the rally and its positive impacts on the community and City's economic development.

John D. spoke in support of the rally and its positive impact on the City's economic development.

Fallon Greig spoke in support of the rally and its positive impacts on the community.

John Martin spoke in support of the rally and suggested using veterans to provide support to the rally.

Annette Perez spoke in support of the rally.

Maureen Nelson spoke in support of the rally and its positive impact on the community and the City's economic development.

Peter Hernandez spoke in support of the rally and its positive impact on the City's economic development.

Mia Casey supported the City getting complete data before deciding whether to hold the rally again and expressed disappointment in the fireworks  show being cancelled. 

Jacqueline Hickerson supported the rally if it can be self-supporting and cost-neutral to the City. 

Stacie McGrady expressed concern regarding the costs to the community, including cancelling the fireworks show and negative impacts on community safety.

Bridgette Baumann-Thorp spoke in support of the rally and its positive impact on the community and the City's economic development.

Mark spoke in support of the rally and shared his experiences in attending. 

Mike spoke in support of the rally and the community's support of the rally.

Mayor Stephens closed public comment at 7:56 p.m.

By consensus, the City Council directed staff to move forward with planning a two-day rally for 2026 (July 3-4, 2026), sunsetting the 2025 Independence Rally Ad Hoc Committee and form an ad hoc committee for the 2026 Rally with Mayor Stephens and Councilmember Resendiz, continue partnering with Roadshows, Inc., and commission an economic impact report on the 2025 rally.

Police Chief Carlos Reynoso provided the staff report.

Councilmember Resendiz suggested bringing the ordinance back with incremental fines for first, second, and subsequent offenses.

    Introduce an ordinance amending and replacing Chapter 15.04 of the Hollister Municipal Code to update Hollister Building Codes and direct staff to schedule a second reading for September 15, 2025.

    Introduce the Ordinance Amending Chapter 15.04 of the Hollister Municipal Code to Adopt the 2025 Edition of the California Fire Code in its entirety, including appendices, as adopted in Title 24, Part 9 of the California Code of Regulations, and Adding Section 15.04.054 to establish and adopt local amendments.

Councilmember Resendiz reported his attendance at a meeting of San Benito County of Council of Governments (SBCOG) where Highway 25 was discussed. 

Councilmember Picha reported on the Association of Monterey Bay Area Governments (AMBAG) Transportation Plan. 

Councilmember Morales reported on an upcoming retreat for Central Coast Community Energy and reported on the Area Authority on Aging's Strategic Plan.

Mayor Stephens reported on a meeting on the Tourism Advisory Committee where a traffic management strategy for Pinnacles National Park was discussed. Also discussed were options for increasing transient occupancy tax revenue.
