Mayor Stephens called the regular meeting of the City Council of the City of Hollister to order at 5:30 p.m.

City Attorney Jennifer Thompson  read the closed session item titles.

Mayor Stephens opened public comment at 5:31 p.m.

There were no speakers for the closed session agenda items.

Mayor Stephens convened the meeting into closed session at 5:31 p.m.

Councilmember Picha led the Pledge of Allegiance.

City Attorney Jennifer Thompson stated no reportable action was taken in closed session.

Mayor Stephens presented certificates of recognition for Cesar Flores, Anthony Sotelo, and Baldo Salcido.

Omar Rosa invited the Council and public to attend the Lights on Celebration on November 29.

Rigo invited the Council and public to come to food shares occurring on Mondays at the corner of Fourth and Monterey Streets. 

Councilmember Picha pulled Items 8.3 and 8.4 from the consent calendar. Councilmember Resendiz pulled Item 8.5 from the consent calendar.

    Adopt a resolution approving an Airport Use Agreement with Wisk Aero LLC of Mountain View, California to place and utilize a deployable vertiport at the Hollister Municipal Airport and authorizing the Interim City Manager to execute the Agreement

    Adopt a resolution approving the First Amendment of the 2016 Ground Lease with Wisk Aero LLC of Mountain View, California for an additional 2.8 acres at the Hollister Municipal Airport and authorizing the Interim City Manager to execute the Amendment subject to final review of Article 13 Insurance provisions.

    1. Adopt a Resolution of intention authorizing the City of Hollister to approve an amendment to the contract with CalPERS and authorizing the Mayor to sign.
    2. Introduce an ordinance authorizing an amendment to the Contract between the City of Hollister and CalPERS.

    Adopt the resolution to become a member of the California Municipal Finance Authority (the “CMFA”) and to approve the financing of the Project by the CMFA and approving the issuance of revenue bonds (in an amount not to exceed $12,000,000) by the CMFA for the benefit of Hollister Investment Group, LP (the “Borrower”), to provide for the financing of the Project, such adoption is solely for the purposes of satisfying the requirements of TEFRA, the Code and the California Government Code Section 6500 (and following). The resolution will also authorize the Mayor or designee thereof to execute the Joint Exercise of Powers Agreement with the CMFA.

Councilmember Resendiz reported the City Manager Recruitment and Motorcycle Rally ad hoc committees met.

Councilmember Picha reported the Association of Monterey Area Governments published the draft Metropolitan Transportation Plan and Sustainable Communities Study, and the public is invited to comment. 

Mayor Stephens reported San Benito County LAFCO met last week and appointed the new public representative to the Commission. 

Mayor Stephens reported she attended the LAFCO conference in San Diego in October. 

Councilmember Picha reported on the Third Annual Native Gathering held November 7-9 and thanked the many organizations that helped make it a successful event. Councilmember Picha reported on a Veterans Day event he attended on November 11. 

Councilmember de Anda reported she attended the Third Annual Native Gathering and commended the efforts of those who organized and attended the event. 

Interim City Manager Jim Pia thanked City staff for their quick responses during the recent storms. Mr. Pia welcomed new City Attorney Jennifer Thompson.

Mayor Stephens adjourned the meeting at 7:11 p.m.
