Chair Belong called the meeting of the City of Hollister Planning Commission to order at 6:00 p.m.

5.1

SITE & ARCHITECTURAL REVIEW 2024-4 TO CONSTRUCT A NEW 54,541 SQUARE FOOT INDUSTRIAL BUILDING AT 0 SHELTON DRIVE (APN 051-163-019)

Planning Manager Eva Kelly presented the staff report.

Chair Belong opened the public hearing at 6:09 p.m.

Public providing testimony: Joseph Elimich, Anne Hall.

Chair Belong closed the public hearing at 6:15 p.m.

  Adopt a resolution approving Site & Architectural Review 2024-4.

APPEAL 2025-1 ALAN LEON, 1381 CARRIAGE ROAD FENCE EXTENSION APPEAL.

Associate Engineer Marco Martinez presented the staff report.

Chair Belong opened the public hearing at 6:45 p.m.

Public providing testimony: Alan Leon, Samantha Lopez, Ruben Lopez. 

Chair Belong closed the public hearing at 6:56 p.m.

  Adopt Resolution 2025-16 approving Appeal 2025-1 and reversing the determination of staff allowing the fence to remain where it is and as it is based on the following findings established by the planning commission:

  -  The fence was not constructed by the developer in accordance with the plot plans.

  -  Mixed messaging between the applicant and the city.

  -  The decision is specific to this applicant's situation at this property.

  -  The applicant would incur any costs for future encroachment.

Chair Belong inquired as to whether the City can look into the Planning Commissioner's stipend.

Planning Manager Eva Kelly reported that the Appeal for the fencing Farmstead was appealed to the City Council and was upheld.
