Chair Belong called the meeting of the City of Hollister Planning Commission to order at 6:01 p.m.

Commissioner Agaliotis led the Pledge of Allegiance.

    Commissioner Corona moved, and Commissioner Agaliotis seconded the motion, to adopt Resolution 2024-11 approving Minor Subdivision 2024-1 for the parcel zoned as light industrial located at 2101 Bert Drive. Motion carried 4-0.

David Early, City consultant Placeworks, presented the staff report.

Lee Shahinian - Opposed the mixed-use density proposal in GP 2040, stating that 30 dwelling units per acre is not financially viable in Hollister. 

A. Sywak - Opposed a proposal to build a five-story building in a remote corner of Hollister; opposed establishing a commercial center at Hillcrest and Fairview; and opposed an increase in housing density, from one house per five acres to 60 units per acre.

John Wroble - Emphasized the need to address traffic concerns, advocated for local job creation through commercial development, and stressed the importance of bringing jobs closer to town.

Brigitte Baumann-Thorpe - Expressed concern regarding commutes and traffic congestion and opposed adopting the general plan without first addressing infrastructure needs.

Joe - Raised concerns about the environmental impact report, and questioned how annexation might impact county revenue for essential services.

Bella Rosales - Opposed adoption of the current draft of the general plan, criticized the climate action plan and encouraged the public to stay informed and vote with these issues in mind. 

Jennifer Churchill - Shared her family’s decade-long struggle with development challenges for the commercial property located at Hillcrest and Fairview; supported a mixed-use setup with residential units above instead of five-story buildings; and expressed concern regarding the environmental assessment.

Joe Tonascia - Raised concerns about urban development's impact on agriculture; voiced frustration over a roundabout restricting large vehicle access; and called for clarity on one-to-one land policies to protect prime agricultural land.

Julio Rodriguez - Opposed the general plan amendment arguing it subsidizes landowners and opposed expansion of the "sphere of influence".

Karson Klauer - Commended city staff and consultants for their work on the updated plan and supported implementing and tracking the plan's new policies, suggesting regular updates to ensure goals are met.

    Commissioner Corona moved, and Commissioner Agaliotis seconded the motion to adopt  Resolution 2024-12 recommending the City Council take the following actions: Certify the Final Environmental Impact Report; Make Findings of Overriding Considerations relating to the Mitigation Measures and Project Alternatives; Adopt a Mitigation Monitoring and Reporting Program; Adopt the 2040 General Plan; Adopt a Climate Action Plan; and Adopt an ordinance adding Chapter 17.28 Agricultural Lands Preservation Program to the Zoning Ordinance.

Planning Manager Kelly reported staff intends to present the General Plan and related items to the City Council at the November 19th regular meeting at 4:00 p.m., including the Planning Commission's recommendation.  The City Council also adopted the updated Planning Commission bylaws, now allowing applicants to formally present projects during public hearings.
