Persons who wish to address the City Council are asked to complete a speaker’s card and give it to the City Clerk before addressing the City Council. Those who wish to address the City Council on an agenda item will be heard when the presiding officer calls for comments from the audience. City related items not on the agenda will be heard under the Public Input section of the agenda. Following recognition, persons desiring to speak are requested to advance to the podium and state their name and address. After hearing audience comments, the public portion of the meeting will be closed, and the matter brought to the City Council for discussion.

Requests to make presentations to the City Council should be submitted to the City Clerk’s Office at least ten days before the City Council meeting.  It is customary for City staff members to review such matters before the formal presentation so that the City Council may have the benefit of all available data. PowerPoint presentations must be presented to the City Clerk by noon on the day of the City Council meeting.

• RECOMMENDED ACTION:

  Ratify and approve the Warrant Registers for the General-Special-Enterprise-Assessment Funds attached.

A RESOLUTION AMENDING THE AGREEMENT WITH TYLER TECHNOLOGIES INC., FOR THE SAAS MIGRATION EFFORTS

• RECOMMENDED ACTION:

  Adopt a resolution authorizing the City Manager to finalize negotiations and enter into a contract with Tyler Technologies Inc., and execute agreements that account for standard implementation change orders as well as annual software license increases, not to exceed 10%, as well as to procure additional licenses as needed to support employee growth.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A REIMBURSEMENT AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF TOXIC SUBSTANCE CONTROL FOR THE RENEWAL OF THE CITY OWNED CLASS I LANDFILL POST CLOSURE PERMIT

• RECOMMENDED ACTION:

  Adopt the resolution authorizing the City Manager to execute the agreement and any associated documents.

REPORT AND PRESENTATION ON THE 2025 HOLLISTER INDEPENDENCE RALLY

• RECOMMENDED ACTION:

  Receive the presentation, provide feedback and possible direction regarding the Hollister Independence Rally.

8.2

DISCUSSION OF A POTENTIAL COST RECOVERY ORDINANCE RECOVERING THE EMERGENCY RESPONSE COST FOR DRIVING WHILE UNDER THE INFLUENCE INCIDENTS

• RECOMMENDED ACTION:

  Receive the report, discuss the potential creation of the DUI cost recovery ordinance and provide direction to staff.

8.3

CONSIDER A REQUEST FROM THE COUNTY OF SAN BENITO TO WAIVE OR REDUCE WATER AND SEWER IMPACT FEES FOR THE TRANSITIONAL HOUSING PROJECT LOCATED AT 3235 SOUTHSIDE ROAD

• RECOMMENDED ACTION:

  Consider approving a resolution granting a request from the County of San Benito regarding a waiver or reduction of impact fees for the Transitional Housing Project located at 3235 Southside Road, consisting of 16 tiny homes. The Council may: Approve a full waiver of impact fees ($169,019); Approve a reduction of impact fees by 50% ($84,510); Deny the request and require full payment of fees; or another option at the discretion of the Council.

PUBLIC HEARINGS

9.1

INTRODUCE AN ORDINANCE ADOPTING BY REFERENCE THE 2025 CALIFORNIA BUILDING CODES WITH AMENDMENTS

• RECOMMENDED ACTION:

  Hold a public hearing and introduce an ordinance amending and replacing Chapter 15.04 of the Hollister Municipal Code to update Hollister Building Codes and direct staff to schedule a second reading for September 15, 2025.

AN ORDINANCE AMENDING CHAPTER 15.04 OF THE HOLLISTER MUNICIPAL CODE TO ADOPT THE 2025 EDITION OF THE CALIFORNIA FIRE CODE, INCLUDING APPENDICES, AND ADDING SECTION 15.04.055 TO ESTABLISH LOCAL AMENDMENTS

• RECOMMENDED ACTION:

  Hold a public hearing and introduce the Ordinance Amending Chapter 15.04 of the Hollister Municipal Code to Adopt the 2025 Edition of the California Fire Code in its entirety, including appendices, as adopted in Title 24, Part 9 of the California Code of Regulations, and Adding Section 15.04.055 to establish and adopt local amendments.
